Our Planned Community

MidPen is partnering with Union City to expand the availability of affordable housing for individuals and families. Lazuli Landing will be located on Mission Boulevard between D St., E St., and 2nd St, and will implement a City and County Live or Work Preference during the property’s lease-up, which means that if a household lives or works in Union City or Alameda County, their application will be prioritized and processed first to determine eligibility. In addition to providing affordable housing, the planned community also includes new office spaces for Centro de Servicios, a local community service provider, and the City’s Youth and Family Services.

MidPen is also committed to providing high quality on-site services free of charge to residents of the proposed community. Services provided at other MidPen properties, some of which includes an after-school academic program for kids ages 5-12 and financial literacy and ESL classes for adults, have been proven to help provide stability and enrich residents’ lives.

MidPen is thankful for the input that we received from neighbors, community stakeholders, and City Staff to develop and refine a plan that would  allow individuals and families to live and thrive in Union City.

Planned Household Incomes Served

Under the original proposal, we planned to serve ​20% to 60% of the Area Median Income in Alameda County. ​For 2018, this would have been $16,280 to $86,460, depending on the number of people in the household. Please see our Frequently Asked Questions (FAQ) page for more information on the Area Median Income (AMI) and proposed preferences.

During our first series of community meetings in August and October 2018, we heard from some community members that they would like to see the income limit increased because their household incomes  were above 60% AMI, but they also have challenges finding affordable housing. As a result, MidPen extended the income bracket to include households with incomes at 80% of the Area Median Income.
