Lazuli Landing - ​Entitled! (updated 8/13/2020)

On Tuesday, July 28, 2020, the City Council reviewed Lazuli Landing’s Site Development Review, Use Permit, and Tentative Parcel Map in addition to the project’s Disposition, Development and Loan Agreement (DDLA) and long-term land lease with the City of Union City. We are very excited to announce that at the July 28th Hearing, Union City’s City Council unanimously approved Lazuli Landing! We would like to thank City Council for their support and City staff for their work over the past 2 years.  We would also like to express our sincere gratitude to community members, who attended and participated in the community meetings we held in 2018 and 2019. With your important feedback, we were able to submit an informed proposal to the City.
 
Now that Lazuli Landing received its entitlement approvals, MidPen Housing will be working with the project’s design team to further develop the design and to secure additional public financing required to start construction.  When there are major updates related to Lazuli Landing and its anticipated timeline, we will be sending updates via email to individuals who have signed up to be on our emailing list.

Lazuli Landing - ​Updates on City Council Hearing (updated 7/23/2020)

At the Planning Commission meeting on July 2, 2020, the Planning Commission reviewed MidPen’s application for Lazuli Landing’s Site Development Review, Use Permit, and Tentative Parcel Map. The Planning Commission recommended approval to City Council of the project’s Site Development Review, Use Permit, and Tentative Parcel Map. The Site Development Review, Use Permit, and Tentative Parcel Map for Lazuli Landing will now be reviewed by the City Council on Tuesday, July 28, 2020 at 7:00pm. City Council will also be considering the project’s Disposition, Development and Loan Agreement (DDLA) and long-term lease for the land with the City of Union City. A summary report required pursuant to Health and Safety Code Section 33433 (“33433 Report”) in addition to the proposed DDLA and lease can be found at https://www.unioncity.org/347/Planning-Documents. You may virtually attend the City Council meeting and provide your comments either during the virtual meeting or submit written comments prior to the meeting via email to cityclerk@unioncity.org. Lazuli Landing - Local Preference Planning Commission Hearing (updated 6/30/2020)

In our community outreach, we heard from many community members the need to prioritize those who currently live and/or work in Union City when the new apartments are leased. Since then, MidPen and the City submitted a request to Alameda County for approval to implement a City preference. We are excited to share that the County has approved this preference, and MidPen and the City are coordinating with the County on the implementation of this preference for this proposed development. The City Council approved the Zoning Text and Zoning Map Amendments and adopted the environmental clearance document and mitigations for the proposal earlier this year. The Planning Commission will be reviewing the building design, site improvements and Tentative Map.

Lazuli Landing - Planning Commission and City Council Zoning Approvals (updated 3/9/2020)

We wanted to share that the proposed Zoning Text Amendment, Zoning Map Amendment, and Mitigated Negative Declaration was presented to and approved by both the Planning Commission and City Council. City Council approved these items on February 11, 2020 and adopted the ordinances on February 25, 2020.

Please note, the review and consideration of the proposed development’s applications for Tentative Map to merge parcels and Site Development Review, which includes the specifics of its design, are still to-be-determined. As a reminder, MidPen is currently working on design changes to reduce the construction costs of the proposed community, while maintaining the original proposed exterior design to the extent possible, in order to meet affordable housing development funding program requirements related to construction costs. Design changes will be submitted to the City’s Development Review Committee for review, and the revised proposed design will be presented to Planning Commission and City Council at a later date.

Lazuli Landing - Rescheduled Planning Commission and City Council Review (updated 2/5/2020)

As a follow up to the below post, we wanted to share that the proposed Zoning Text Amendment, Zoning Map Amendment, and Mitigated Negative Declaration will be presented to Planning Commission and to City Council on the dates listed below. Please note that because there was unexpectedly no quorum at the Planning Commission meeting on Thursday, December 19th to consider the Zoning Text and Zoning Map Amendments as well as the Mitigated Negative Declaration, the Planning Commission hearing was rescheduled to January 16, 2020. Following the January 16th meeting, the Planning Commission recommended approval of the Zoning Text and Zoning Map Amendments as well as the Mitigated Negative Declaration to City Council.

The Zoning Text Amendment, Zoning Map Amendment, and Draft Mitigated Negative Declaration will now be reviewed by City Council on Tuesday, February 11, 2020 at 7:00pm in the City’s Council Chambers. You may attend the meeting and provide your comments in person, or you may submit comments in writing prior to the hearing. November 2019 - January 2020 - Planning Commission and City Council Review of Lazuli Landing (Updated 1/10/2020: due to recent developments, the timeline for Lazuli Landing has changed. Please refer to the post above for more information)

On August 15, 2019, MidPen Housing submitted a formal application to the City of Union City for the development of Lazuli Landing, a proposed affordable housing community.  At this time, we will be moving forward with the City's formal public review process, which consists of a Planning Commission Study Session in addition to Planning Commission and City Council hearings. The Study Session and Hearings will provide the Planning Commission, City Council, and the local community with an opportunity to learn more about the proposed development and provide public comment.

Also, a Mitigated Negative Declaration (MND) and Initial Study Checklist has been drafted for Lazuli Landing to ensure that the development will not result in any significant environmental impacts with the incorporation of mitigation measures. The proposed MND and Initial Study checklist are available for public review at the City of Union City’s Economic and Community Development Department during 8am-6pm, Monday through Friday, except for the regular scheduled closures on Friday, November 1 and November 15th. You can also find the draft MND and Initial Study Checklist online here.

August 2019 - Submission of Formal Planning Application (updated 11/5/2019)

Since August 2018, MidPen Housing held seven public community meetings and had dozens of individual conversations with representatives from neighborhood schools and faith-based congregations, as well as local community members, stakeholders, and organizations. Please refer to the Community Meeting updates below for more information on the public outreach completed to date.
The valuable feedback we received through our various interactions with the community helped MidPen submit a formal application to the City of Union City on August 15, 2019 to develop the affordable housing community, Lazuli Landing. For more information on the application submission process, please refer to the November 2019 and January 2020 update above.

 March 2019 - Updated Proposed Design Community Meetings (updated 2/22/2019)

​In August, October, and December 2018, MidPen Housing held community meetings where we received community feedback on the proposed affordable rental development located on Mission Blvd between D and E St in Union City. The feedback we have received so far has been important in developing the proposed development’s design. On March 2nd and March 5th, our team shared with the community the revised design iteration of the proposed affordable housing development. This was the final series of community meetings before we submit a formal application to the City of Union City for review.

December 2018 - Proposed Plan Community Meetings (updated 2/26/2019)

In August and October 2018, MidPen Housing held community meetings to introduce ourselves and to get to know the surrounding community. During those meetings, the community gave our team extensive feedback and comments on elements of the design they would like to see in our proposal. Please see the Introductory Community Meetings section below to learn more about the feedback we received.
After hearing your ideas, MidPen developed a proposed design based on that feedback, and we presented that proposed design to the community on December 3rd and December 8th. We received comments and feedback on the first iteration at both meetings.

August and October 2018 - Introductory Community Meetings (updated 11/30/2018)

On August 15th, August 25th, and October 8th, MidPen Housing held its first series of community meetings where we had the opportunity to meet community members and hear preliminary feedback.  We organized the community meetings such that there were multiple stations covering different topics on the proposed development, and a scribe was assigned to each station to take notes on the conversations taking place.
After receiving valuable feedback and input from community members who attended, we have compiled a summary of the comments, questions, and feedback we heard at these 3 meetings.
